Post-Kyoto Talks

What a stubborn president we have. Besides not even sending a high-level official to the talks in Montreal (Bush sent Harlon Watson, the "Senior Climate Negotiator and Special Representative"), Watson passed on a sense that the talks will fail, at least in trying to woo the U.S. to participate. Reuters reports:
Bush's representative at the talks in Montreal, Harlan Watson, has rejected joining any new round of global discussions, saying such talks would inevitably lead to new targets and timetables for emissions curbs that Bush rejects.

Another timetable Bush rejects. I think he hates timetables so much because if they are laid down he might be held accountable.
